Developing effective implementation and enforcement regulations is part of a larger process of implementation planning. Ideally, legislators and health departments should anticipate implementation issues before passage and even during the legislative drafting stage, and also consider the potential need for implementation regulations.

We have developed three tools to assist the public health community plan for smokefree rulemaking and the broader implementation process: A suggested implementation Timeline, a rulemaking Checklist, and Templates for a rulemaking press release and application for a “cigar bar” exemption.
