Surveys of contractors
for statewide evaluation – 2/15/06
We are working on a statewide evaluation of
our Tobacco Control Program and we are currently conducting
a retrospective study of the first three years of the program.
As a first step in the evaluation we are examining evaluation
documents and reports from all of the local programs throughout
the state and also the statewide programs. To supplement what
we learn from the document review, we are planning a web-based
survey of all primary and statewide contractors next month.
This survey will focus on the experiences of these tobacco
control contractors during the first three years both with
their own programs and with the Department of Health and statewide
contractors. Before we create our survey, we would be very
interested in learning about similar surveys that other states
or programs may have conducted.

- Kentucky: It may be helpful to talk with
a few of the tobacco control contractors before doing the
survey. Maybe see if a few of them would be interested in
helping you develop the survey. This would help them feel
like they were part of the evaluation process rather than
just a participant in a survey. They might even help spread
the word about the value of the survey (and evaluation)
to the other tobacco control contractors. Plus, if you talk
to some of them before developing the survey, you might
get a sense of what kind of information you should include
on the survey. That could help focus your questions and
prevent having a survey that assesses everything including
the kitchen sink. Also, you might consider using some type
of evaluation framework such as CDC's
Framework for Program Evaluation in Public Health.
- Minnesota: Unfortunately we don't have
a survey (yet) to contribute, BUT we are very interested
in being able to see the final product developed by this
particular peer and/or that is developed by any other state
program. If this is possible, please contact Paul
- New Hampshire: NH has no funds to do
this. It was in the plan and we were going to contract for
the service but it never happened.
- West Virginia: WV has not done such a
survey. We offer our Annual Report.
